In 2004 Tromsø City Council gathered its entire administration within a joint City Hall  and culture centre with a cinema unit and a new public library. The library has been modulated underneath the shell of the city’s former monumental cinema and was looked forward to with great expectations by the citizens during the construction period.
It is an instance of a ”city repair” intervention that joins Tromsø more closely to the arena of learning.
