At a certain point in time during the dialogues between the Nordic participants on how to present the ”Arctic Cities” theme at the Biennale, the Swedish architect Anders Wilhelmson came up with a proposal that was much debated. It was a proposal that harbour a great concern for the environmental changes in the Arctic that obviously has global impact. This concern he shares with ”TVIBIT” the youth centre in Tromsø.This active centre are now, Through The Nordic Youth Film Festival (NUFF) introducing the international film competiton for young people unde 30 years of age titled: ”Climate Changes”. Collaborating bodies are the Minor Foundation For Major Challenges and the Norwegian Polar Institute.
This awareness gave inspiration to the profiling of Tromsø under the ”Arctic Cities” umbrella.
Specialy related to the headlines in our exhibit material titled ”The Pressure from Outside” and ”Thin Ice, broad competence”.

From Anders Wilhelmson, Stockholm, april 2006
”Hello all,
Thank you for taking your time and listen to my hectic presentation in Kiruna.
This is my proposal: se enclosed presentation.
A message from Arctic Cities; Tromsö-Kiruna-Oulu
This is to be supplemented with a descriptive catalogue and homepage showing how city planning in three artic cities are handled in a sustainable way. I also suggest that there should be a range of seminars headed by the three cities.
I strongly believe this is a contemporary and strong way of communication and would attract a large focus on the development of our three cities.
Anders”
